Northern Virginia, side by side: licenses, leashes and tethers

Virginia lets each locality set its own license and leash rules. In the D.C. area that means a short drive can change the rulebook.

What the state allows

Under section 3.2-6528, a county or city imposes a dog license tax by ordinance. The tax may not exceed $10 a year, or $50 for a lifetime license where one is offered, and guide, hearing and service dogs are exempt. A license application must include a current rabies vaccination certificate (section 3.2-6527).

Localities may also bar dogs from running at large; for packs, section 3.2-6538 caps the civil penalty at $100 per dog.

Loudoun County, covered on the heat page, publishes its own animal-care guidance. Alexandria, Prince William and the independent cities have their own ordinances too, which we did not review.

Why it matters for a trained dog

A dog that is reliable on a leash will keep you inside the rules in every jurisdiction. A dog that needs to be off-leash to behave will cause trouble. When you meet a candidate, ask how it walks in a crowd of strangers.

Fees and dates change

County fee schedules and deadlines move. Treat our figures as what the county pages said when we read them, and confirm with your county treasurer or animal services office.
